The Monroe Correctional Complex (MCC) is located on 365 acres southeast of Everett. The complex consists of five units that house maximum, close, medium, and minimum-custody adult male offenders. Three buildings in the complex are LEED™ certified "green" buildings.

The industries at MCC include a commercial Laundry Shop, Print/Bindery/Engraving Shop, the vehicle license Tab Shop and the newest Office Panel Shop (relocated from CI operations at McNeil Island). Currently, Correctional Industries employs an average of 105-120 offenders from WSRU and MSU. This encompasses Environmental Services as well as the other shops mentioned above.
The Washington State Reformatory opened in 1910.
It was originally built to house young offenders, keeping them separate from the hardcore older offenders. In 1981, the Special Offender Center was opened to treat offenders with mental health issues. Twin Rivers Correctional Center opened in 1984 as a 500-bed medium-custody facility. The Minimum-Security Unit opened in 1997 to house minimum-custody offenders. In 1998, the four facilities merged into the Monroe Correctional Complex under one Superintendent. The facilities were re-named the Washington State Reformatory Unit (WSRU), Twin Rivers Unit, Special Offender Unit and the Minimum-Security Unit retained its name. The Jimmie Evans Performance Center opened November 2004. The Intensive Management Unit (IMU) will open in 2007 as the newest addition to the Monroe Correctional Complex. Two 100-bed living units also are slated to open in 2007. A 100-bed Segregation Unit will replace the 80-bed Segregation Unit at WSRU. The 100-bed Intensive Management Unit will house behaviorally difficult-to-manage offenders in a highly-controlled environment.
