Return of Washington Offenders from Out of State Assignments

The Out of State and Jail Facilities Unit is currently working on a plan which would return all out of state offenders to Washington State before the end of 2009. Several transports are planned with the first projected for March 2009 and the last planned for November or December 2009.

Out of state inmates who have the best behavior will be returning first. Although the perception is that all the offenders want to return to Washington, there are many offenders who are volunteering to remain out of state. To the extent possible, the Department will accommodate those inmates who have volunteered to stay by leaving them out of state the longest.

The established criteria for returning offenders:

  1. Offenders who are within 18 months of release;
  2. Offenders out of state the longest who have received no major infractions or who have received a single C-category infraction;
  3. Offenders who have received more infractions than a single C-category infraction;
  4. Offenders who request to remain out of state (unless that offender has less than 18 months left to serve);
  5. Offenders who have picked up new felony charges, are on Intensive Management Status, or are programming in the SHIPP program (specialized housing).

(Within each priority, offenders who have been out of state the longest will be returned first.)

The actual trip manifest will not be compiled until just before the transport. At this time, we do not know which offenders will be returning on which plane.

You can use Western Union or send money order or check by mail.  Use the facility address to send letters to offenders. To send money orders or cashier's checks:

This ACA-accredited male facility houses 1,338 offenders and has been managed by Corrections Corporation of America since 1996. Beds at Prairie Correctional Facility are contracted to Wisconsin, North Dakota, the United States Marshals Service, and the United States Immigrations and Customs Enforcement (formerly INS), in addition to Washington State.

Saguaro Correctional Center (SCC) is a multi-level security facility owned and operated by Corrections Corporation of America (CCA). SCC is not a local, state or federal institution.  It is a correctional facility contracted to house Washington State offenders.  SCC provides a safe and secure environment for Washington offenders.  The institution is located halfway between Tucson and Phoenix, Arizona on State Highway 87 in Eloy, Arizona.  Casa Grande, Arizona, is the closest metropolitan area with lodging and food available.
