eMessaging kiosks have been installed and are currently active at most prisons in Washington.

The JPay system will be used initially for music downloads and electronic mail for inmates.

Inmates are currently allowed to use the kiosks three times a day for 15 minutes. They must wait 30 minutes after each session to use the kiosk again.

JP3 Music Downloads

Inmates will have the ability to purchase an MP3 player (JP3) through the kiosk. Friends and family members may also buy these players through the Jpay website.

The player will then be shipped to the inmate through the prison system. The player will have an electronic signature of the inmate. Future plans include wireless tablets and MP3 devices available for purchase.

Inmates can listen to samples of music via a telephone headset connected to the kiosk. If he/she decides to purchase music, then he/she downloads the music via a USB port to the JP3 player. All requests for music are downloaded from JPay's server (located at their office) to the prison kiosks each night and the inmate gets it the next day.
