Contact Rebecca Torrence (email) Department of CorrectionsThe Washington State Indeterminate Sentence Review Board (ISRB) is a quasi-judicial board responsible for determining if an individual under its jurisdiction is eligible for release according to statutory requirements.
OLYMPIA - The ISRB will host a Community Concerns Meeting for Robert Suarez on June 23, 2025. Suarez was convicted of first-degree murder in 2004.
Why is Mr. Suarez being seen by the Indeterminate Sentence Review Board?
Suarez has petitioned the ISRB for early release pursuant to RCW 9.94A.730. The law allows certain individuals convicted of one or more crimes that were committed prior to their 18th birthday to petition the Board for early release after serving no less than 20 years. The Board has a hearing scheduled for Suarez in July; at which time his case will be reviewed by Board Members. They will determine if he should be released.
As part of the hearing process, the ISRB encourages victims, survivors, and witness of crimes to speak with the Board prior to a release hearing in a Community Concerns Meeting. The purpose is to provide an opportunity for those impacted by the offense to share their experiences with the Board, which are taken into consideration for release decisions. A Victim, Survivor, or Witness of a crime is defined in RCW 7.69.020. Additional information on Victim’s rights can be found in WAC 381-10-170.
The Board understands that this case deeply has affected the community, and many community members may like to provide input prior to Suarez’s hearing. The Board is also aware that the location, time, and date of the Community Concerns Meeting have been shared on social media and on multiple media outlets.
Community Concerns Meetings are not open to the public and attendance must be approved by the Board in advance of the meeting. If you are interested in attending the Community Concerns Meeting, please email Rebecca Torrence at Rebecca.torrence@doc1.wa.gov.
Who can attend the Community Concerns Meeting?
Those who are victims, survivors, or witnesses in this case are aware of the meeting date and time. For the purposes of limited confidentiality and adherence to statute, the Board is only able to allow those who qualify under the above definitions to attend the Community Concerns Meeting on June 23, 2025.
If you do not meet the definition of a victim, survivor, or witness you can submit a statement or Letter of Concern to the Board.
